Waterloo Regional Police Lay More Than 40 Charges in Retail Theft Enforcement Initiative

Waterloo Regional Police Service's North Division Crime Suppression Analysis and Response Unit (CSAR) Direct Action Response Team (DART) has arrested more than 20 individuals and laid over 40 charges as part of a retail crime enforcement initiative.

Starting July 6, 2026, WRPS’ North Division Direct Action Response Team (DART) conducted a four-day retail crime enforcement initiative targeting theft, repeat offenders, and organized retail crime activities at several retail locations throughout Kitchener and Waterloo.

The focused enforcement project was launched in response to ongoing concerns from retailers regarding increasing incidents of shoplifting and organized retail theft impacting businesses across the Region. Working closely with loss prevention personnel and retail partners, officers conducted proactive enforcement operations aimed at identifying offenders, disrupting criminal activity, and enhancing public safety.

As a result of the initiative:

  • 23 individuals were arrested
  • More than 40 criminal charges were laid, including Theft Under $5,000 and Possession of Stolen Property Under $5,000
  • Approximately $1,450 in stolen merchandise was recovered
  • Several prolific and repeat offenders were identified and taken into custody

Retail theft continues to have a significant impact on businesses, employees, and consumers, locally, and across the province. Beyond the immediate financial losses, these offences also contribute to increased operating costs, safety concerns for retail staff, and reduced quality of life within the community.  Initiatives such as this enforcement blitz are designed not only to arrest offenders but also to deter future criminal activity and strengthen relationships between police and the retail sector.

WRPS encourages retailers, employees, and members of the public to promptly report any incidents of theft, shoplifting, or suspicious activity. Timely reporting enables officers to respond effectively, identify offenders, and support ongoing investigations that contribute to safer communities throughout Waterloo Region.

WRPS continues to work closely with the Retail Council of Canada- National Retail Crime Taskforce (RCC) and other retail partners to combat retail and organized crime.
