You can also complain directly to the Law Enforcement Complaints Agency (LECA).
All complaints about police officers go to the LECA. The LECA reviews the complaint and decides how to proceed. The police service in question, another police service, or the LECA itself may investigate the complaint. The LECA reviews the outcomes of all complaints.

Any complaints related to special constables employed by another institution must be submitted to that institution. When completing the form, include as much detail as possible to help us conduct a thorough investigation.

The Police Service Board receives complaints about the Chief of Police and the Deputy Chiefs of Police.
Submit a complaint by email to board@wrps.on.ca.
The Inspector General of Policing, supported by the Inspectorate of Policing, is responsible for ensuring that policing is delivered adequately and effectively across Ontario and that police board members comply with the Code of Conduct.
You may file complaints with them concerning adequate and effective police service delivery or allegations of police board member misconduct.
