Beginning in the summer of 2025, Waterloo Regional Police received numerous reports of home renovation fraud targeting seniors throughout Waterloo Region. In some instances, the victim was also approached by a male posing as a law enforcement officer to further facilitate the fraud. 

Victims across the region lost more than $500,000, and investigators have linked the scams to similar incidents reported across Canada.

As a result of the investigation, on July 8, 2026, three males have been arrested and remanded in custody.

Investigators have observed that renovation fraud schemes of this nature are often linked to organized criminal networks that operate across multiple jurisdictions in Canada. In some cases, individuals connected to these networks travel from outside the country and move between communities targeting homeowners, particularly seniors, using deceptive sales tactics and high-pressure contracts. 

Waterloo Regional Police continue to work with law enforcement partners across Canada to identify those responsible, disrupt organized criminal activity, and prevent further victimization. 

To help protect yourself from renovation fraud, consider the following tips:

• Obtain multiple written quotes before committing to any work.
• Verify the contractor’s credentials, references, and business history. Do not rely solely on what you find on the company website or social media.
• Ensure a detailed written contract is in place before any work begins.
• Be cautious of contractors who use high-pressure sales tactics or demand immediate decisions.
• Never pay the full cost of a project upfront, especially if the contractor approached you unsolicited. Consider making payments in stages as work is completed and verified.
