WRPS Issue Public Alert Regarding High-Risk Offender Released into Community

Waterloo Regional Police Service has arrested a high-risk offender following a breach of release conditions.
On October 16, 2025, Mr. Kevin Koehler was released into the community after completing a sentence and entered into a judicial order that is subject to strict conditions.
To support public safety, the Waterloo Regional Police Service’s Offender Management Unit issued a public advisory regarding Mr. Koehler’s release and requested that any breaches be reported to police.
On October 17, 2025, police received information from a member of the public that Mr. Koehler had been observed breaching the conditions of his release order. Officers conducted an investigation and Mr. Koehler was arrested for breaching a court order.
Mr. Koehler was arrested and charged accordingly. Mr. Koehler was held for a bail hearing where he was remanded and held for his court date.

The Waterloo Regional Police Service is issuing a public alert regarding a high-risk offender who has recently been released into the community.
Mr. Kevin Koehler,60, was convicted of manslaughter in 2013. Mr. Koehler has an extensive criminal history of violent offence convictions including criminal negligence causing death, assault with weapon, assault, and assault police.
Upon completion of his sentence, Mr. Koehler was released on October 16, 2025, and will reside in Kitchener.
Mr. Koehler is bound by the following terms:
- Notify immediately of any change in address
- You shall make no attempt to contact directly or indirectly with any of your past victims, or family members of the victims or witnesses in the cases in which you were convicted
- You are to abide by a curfew, and you are to remain in your residence between the hours of 11:00 p.m. to 5:00 a.m.
- You are to abstain from purchase and/or consumption of any alcoholic beverage or controlled substances unless prescribed by an Ontario Physician.
WRPS’ Offender Management Unit (OMU) believes Mr. Koehler poses a significant risk to public safety and a high risk of reoffending or breaching his terms.
WRPS is taking a multifaceted approach to mitigate the risk posed to public safety by Mr. Koehler, including conducting regular compliance checks, and is seeking public assistance to help reduce the risk.
If you observe Mr. Koehler breaching any of his terms, please do not approach him and call 9-1-1 immediately.
