WRPS Issue Public Alert Regarding High-Risk Offender Released into Community
The Waterloo Regional Police Service is issuing a public alert regarding a high-risk offender who has been released into the community.
Kevin Koehler, 62, has an extensive criminal history of violent offence convictions, including manslaughter in 2013, criminal negligence causing death, assault with weapon, assault, and assault police.

After his release from federal custody in October 2025, Mr. Koehler was charged and convicted on two separate occasions, in October 2025 and April 2026, for breaching the terms of his Recognizance. Mr. Koehler received a custodial sentence and conditions upon release.
On November 1, 2026, Mr. Koehler was released from custody and is now believed to have returned to Waterloo Region.
He is bound by two separate orders with the following terms:
- Notify immediately of any change in address
- Make no attempt to contact, directly or indirectly, any past victims, or family members of the victims or witnesses
- Abide by a curfew, and remain in residence between the hours of 11:00 p.m. to 5:00 a.m.
- Abstain from purchase and/or consumption of any alcoholic beverage or controlled substances unless prescribed by an Ontario Physician
- Attend alcohol abuse counselling or rehabilitative programs as directed by Probation Officer
WRPS’ Offender Management Unit believes Mr. Koehler continues to pose a significant risk to public safety and a high risk to reoffending or breaching his terms.
WRPS is seeking public assistance to help reduce the risk. If you observe Mr. Koehler breaching any of his terms, please do not approach him and call 9-1-1 immediately.
